Skilled Immigration
Canada’s Rural Community Immigration Pilot (RCIP) is a targeted program created to draw skilled international workers to smaller, rural communities. The initiative aims to boost local economies, fill pressing labor shortages, and encourage newcomers to settle long-term where their skills are most needed.
The RCIP is a community-driven immigration pathway allowing rural municipalities to recruit and retain skilled workers directly. Succeeding the Rural and Northern Immigration Pilot (RNIP), RCIP expands opportunities for both employers and immigrants, strengthening ties between global talent and Canada’s lesser-served regions.
Fill Labor Gaps
Target shortages in essential sectors such as healthcare, construction, agriculture, and manufacturing by matching skilled newcomers with local employers.
Boost Economic Development
Support rural businesses, raise productivity, and foster sustainable growth by attracting motivated workers.
Stabilize Population Decline
Help reverse aging demographics by encouraging young professionals and families to make these communities their long-term home.
Enhance Diversity & Cultural Enrichment
Build vibrant, multicultural communities by welcoming people from diverse international backgrounds.
To qualify for RCIP, rural areas must:
Have a population under 50,000 or be located 75+ km from a major urban centre.
Demonstrate significant labor market needs and economic challenges.
Partner with local employers to create job opportunities.
Offer settlement supports (housing, language help, community integration).
To apply for permanent residency through RCIP, candidates must:
Secure a full-time, non-seasonal job offer from an RCIP-approved employer.
Meet federal language standards in English and/or French.
Hold relevant education, training, or work experience for the role.
Show genuine intent to live in the designated rural community.
By bridging rural Canada’s workforce needs with immigrants’ ambitions, the RCIP creates mutual benefit: communities gain skilled workers while newcomers access a direct path to permanent residency in a supportive setting.
As of January 2025, these communities are participating in the Rural Community Immigration Pilot (RCIP):
Ontario
North Bay
Sudbury
Timmins
Thunder Bay
Sault Ste. Marie
Manitoba
Steinbach
Brandon
Altona/Rhineland
Saskatchewan
Moose Jaw
Alberta
Claresholm
British Columbia
West Kootenay
North Okanagan–Shuswap
Peace Liard
Nova Scotia
Pictou County
Note: Each community maintains its own local process for evaluating applicants to align with specific labour priorities.
Step 1: Secure a Job Offer
Obtain a full-time, non-seasonal job offer from an RCIP-authorized employer in a participating community.
Employers must demonstrate they cannot fill the position locally and meet federal eligibility standards.
Step 2: Get a Community Recommendation
Submit your profile to the community for review.
Local authorities recommend candidates who best match their workforce needs.
Step 3: Apply for Permanent Residency
Use the community recommendation to lodge your PR application with Immigration, Refugees and Citizenship Canada (IRCC).
Once approved, relocate to the community and begin your new life in Canada.
