Quebec Skilled Worker Program (QSWP)

Since August 1, 2018, Quebec has operated under a new ranking and selection model for its Skilled Worker Program, replacing the previous first-come, first-served system with an Expression of Interest (EOI) process. This approach prioritizes applicants with relevant work experience in the United States — a unique feature compared to other Canadian programs.

Application Process

  • Expression of Interest Submission – Candidates submit their interest in living and working in Quebec by entering the province’s Expression of Interest Bank.

  • Selection from the EOI Pool – Selected applicants receive an invitation to apply for the Quebec Skilled Worker Program.

  • Quebec Selection Certificate (CSQ) – Those invited must apply for a CSQ through Quebec’s immigration authority.

  • Permanent Residence – After obtaining the CSQ, candidates can submit their permanent residence application to the federal government.

Ranking Criteria

Applicants are classified into two main groups:

  • Group A: Individuals already living or working in Quebec with valid permits, Quebec degrees, or job offers.

  • Group B: Applicants residing outside Quebec.

Evaluation is based on factors such as age, education, language skills, Quebec credentials, and professional experience in Canada or the U.S. Points are also influenced by a spouse’s education or French proficiency.

Skill Transferability Factors

Additional points may be awarded for combinations such as:

  • Education and French language proficiency

  • Education with Canadian/U.S. work experience

  • Foreign work experience and French skills

  • A mix of overseas and North American work experience with French ability

Priority Invitations

Quebec’s Ministry of Immigration can issue invitations to high-ranking candidates or those with a strong potential for settlement success — based on education, occupation, or intent to live in specific regions.

Invitation Criteria

Invitations for a Quebec Selection Certificate may also consider humanitarian circumstances, specific regional commitments, or international cooperation priorities.
