Atlantic Immigration Pilot Program (AIPP)

The Program

The original Atlantic Immigration Pilot Program (AIPP) ran until December 31, 2021. After that, the Atlantic Immigration Program (AIP) became the permanent pathway. It allows employers in Canada’s Atlantic provinces—New Brunswick, Newfoundland & Labrador, Nova Scotia, and Prince Edward Island—to recruit foreign skilled workers when local talent is unavailable.

Program Features

  • The AIP includes two skill-based streams: the Atlantic High-Skilled Program (AHSP) for occupations in levels O, A, B, and the Atlantic Intermediate-Skilled Program (AISP) for occupations in level C.

  • Applicants need a valid job offer from a designated employer and must prepare an individualized settlement plan.

  • Under AIP, employers are exempt from needing a Labour Market Impact Assessment (LMIA) to hire foreign candidates.

  • Once the employer endorses the job offer, the candidate may apply for permanent residence.

  • Immediate family members may accompany the applicant, and spouses are eligible for an open work permit.

Eligibility Requirements

  • A job offer from a designated employer in one of the Atlantic provinces.

  • A provincial endorsement certificate.

  • Commitment to apply for permanent residency within 90 days of receiving a temporary work permit (if one is used).

  • Applicants should have at least 12 years of education and an Educational Credential Assessment (ECA).

  • Language proficiency meeting CLB / NCLC level 4 in English and/or French.

  • At least one year of relevant work experience within the last three years.

Application Components

Candidates must submit:

  • A letter of provincial endorsement.

  • A completed Offer of Employment form.

  • Evidence of work experience aligned with the occupation.

  • Additionally, they must meet Canada’s general immigration requirements: medical exams, criminal record checks, and proof of settlement funds if required.

Estimated processing time for AIP applications is approximately 12 to 18 months.
