Yukon PNP Community Pilot Program

Program Introduction

Launched in July 2020, the Yukon Community Pilot (YCP) is part of the Yukon Nominee Program and provides a simplified route for foreign workers to settle in Canada. The pilot removes the need for a Labour Market Impact Assessment (LMIA).

Eligibility for a 2-year open work permit under YCP includes holding a permanent residence nomination from Yukon. The pilot targets economic renewal in several Yukon communities:

  • Whitehorse

  • Watson Lake

  • Dawson City

  • Haines Junction

  • Carmacks

  • Carcross

Work Permit Features

  • Employment with up to three different employers within a participating community.

  • Valid for two years.

  • No LMIA required.

Work Permit Requirements

  • Two or three job offers from employers in a Yukon community.

  • A letter of support from the Government of Yukon.

  • Meet general work permit prerequisites.

  • Relevant work experience.

Job Offer Criteria

  • All jobs must be located in the same Yukon community.

  • Combined hours must total 30+ per week.

  • Positions must be non-seasonal.

  • Wages should meet or exceed Yukon’s minimum wage.

  • Demonstrable experience for the role is required.

Yukon Provincial Nominee Program (YPNP) Nomination

Applications are made under either the Skilled Worker stream (NOC 0, A, B) or the Critical Impact Worker stream (NOC C & D).

Eligibility for Skilled Worker Program
  • Job offer from a Yukon employer.

  • At least one year of relevant work experience.

  • Language proficiency: CLB 7 for NOC 0/A; CLB 5 for NOC B.

Eligibility for Critical Impact Worker Program
  • Language proficiency at CLB 4 in English or French.

  • Genuine intention to reside in Yukon.

Applicants must obtain a Government of Yukon support letter that details the job offer and confirms the employer’s need for the candidate.

Processing time for permanent residency is approximately 12–18 months.

Yukon Community Pilot (YCP) Alternative

YCP allows nominated applicants to apply for an open work permit after nomination and filing a PR application, enabling arrival in Canada within about 2–3 months.
