Skilled Immigration
In response to Canada’s growing need for caregivers, the federal government launched two caregiver pilot programs in June 2019: the Home Child-Care Provider Pilot and the Home Support Worker Pilot. These pilots create a pathway for foreign caregivers to work in Canada and pursue permanent residence.
Intended for foreign nationals with experience classified under NOC 4411.
Applicants must have provided in-home care for children under 18, either in the child’s home or the employer’s home.
Foster parents are not eligible under this pilot.
Designed for applicants with experience listed under NOC 4412.
Appropriate for those with home support worker experience; positions such as housekeepers are excluded.
These are five-year pilot programs that allow eligible caregivers and their families to immigrate to Canada and seek permanent residence.
The application route depends on the applicant’s prior work experience.
Applicants apply for a work permit at the same time as their permanent residence application.
Successful candidates receive an occupation-restricted open work permit that permits work for most employers (excluding those on the government’s ineligible list).
After completing 24 months of qualifying work in Canada, candidates can submit evidence to complete their permanent residence application.
Job Offer: A Canadian job offer is needed to begin the process.
Work Experience: Minimum one year of relevant experience; the work permit is used to accumulate the 24 months required for PR.
Language Proficiency: Applicants must meet CLB level 5 (for example, IELTS band 5 in Listening, Writing and Speaking, and band 4 in Reading as indicated by program guidance).
Education: At least one year of Canadian post-secondary education or an equivalent foreign credential validated by an Educational Credential Assessment (ECA).
Obtain an Offer of Employment (IMM 5983 E) from a Canadian employer.
Secure required language test results and an ECA report.
Submit the permanent residence application together with the work permit application.
If eligible, apply for an Open Work Permit from the applicant’s home country.
Work permits may be processed within approximately 45 days, enabling applicants to bring qualifying family members.
Complete the required work experience in Canada to become eligible to finalize the PR application.
Technical assessment of the applicant’s profile.
NOC classification assistance for 4411 or 4412.
Help applying for an ECA report.
Resume and cover letter preparation per Canadian standards.
Coordination of job interviews with Canadian employers.
Support preparing required documentation.
Guidance through PR and Work Permit application submissions.
Assistance filing an Open Work Permit from the applicant’s home country.
Advising and updating authorities once the required Canadian work experience has been obtained.
